He only wants support of pavillion master for his plans and this is why answering and yet not answering (writing full answer and then erasing) will be the best solution as there will only be one person who will know them since pavillion master is the only one who can watch answering in progress according to the rules

Sadly, it is not possible to guess differently than you did due to cuts of plot from the novel. One thing that was omitted here was the longer talk about current state from bystanders perspective in this pavillion. It is later repeated again where you learn the pavillion masters perspective. In bystander perspective it was said pavillion master is a member of original pill faction from central region and he was demoted. While trying to regain back the lost, his absence created this sorry state where opposition is the ruling side. That is the same reason why Xiao Ya was demoted to 5 kingdoms when plotted against and same reason why her teacher was poisoned. Qin Chen decided to attack the wall after hearing this fact. Pavillion masters teacher was plotted against and he was used as tool for that. in order to save his disciple from execution he had to remove himself from power. It is just small part of conspiracy in mortal realm arc which will conclude much, much later

This novel has quite a few surprising and strangely original actions like this that deviate from usual generic chinese novel. This whole event actions on MCs part are part history omitted or omitted by circumstances. Like elder attack before this episodes, it was not aimed at Qin Chen at all, he was just target for achieving goal of discrediting Xiao Ya even further. Or when Qin Chen robbed everyone for resources with teleportation formation (that event has far from ended, it will have few conclusions and the reason why he robbed them will only be known later... one was the guy who was tracking him which is already known and one are the two laddies. He just robbed everyone to partly hide this action to not arise suspicion of his presence too soon and partly to gain more resources). This stepping out of generic and story being connected is why novel ranks in top for me.
